Why:
* The TOC has a variety of operations and processes that dont exist as content in this repo. this PR begins populating those into the repo.
This change address the need by:
* Creation of an operations folder
* moving the toc-decision-process.md into the operations folder
* create the README.md that discusses the contents of the folder
* create an onboarding doc
* create a toc-chair doc
