Move buildah/pkg/secrets to common/pkg/subscriptions

Since secrets is shared by buildah, podman and cri-o, we need
to move it to containers/common.
Also move containers-mounts.conf.5.md to common from podman,
since this is common to all packages.

Shell Completion with cobra for login/logout flags

The PR containers/podman#6442 enables a new way to create
shell completions scripts. The shell completion is handled
by cobra and since the login/logout flags are defined here
the completion functions for this should be defined here
as well. For Reference see:
https://github.com/spf13/cobra/blob/master/shell_completions.md
I added a unit test to ensure that the flags have a
completion function set.
This could also be used by skopeo and buildah if
someone wants to implement such completions for them.

Downgrade siruspen/logrus to 1.14.2
...
The upgrade of logrus forces to update the dependency in go module
consumers as well.
The new locking in logrus 1.5.0 introduces regressions in conjunction to
deadlocks when using custom hooks, which is the case in CRI-O for
example.
Having it point to v1.5.0 here is forcing cri-o to upgrade it as well
when we update to c/commons 0.8.0.

Add unshare_linux for build linux: HomeDir should buildah not only for linux. so add unshare_linux for linux and unshare.go for other
convert bool to optinalbool:Use OptionalBool for on-disk configurations so we can distinguish field is undefined vs. user set to false.
