We have no consistancy in out option usages and descritions
on whether or not the first letter should be capatalized.
This patch forces them all to be capatilized.

We clean up the code by eliminating stuttering references when we embed
the runtime struct into localRuntime. Makes for less change in the future
as well.

when deleting infra containers, we were not checking the error of the
image deletion and therefore resulting in not reporting the error.

when deleting all images, we need to iterate all the images deleting on those who dont
have children first. And then reiterate until they are all gone.

Don't print potentially verbose help messages in case of usage errors,
but print only the usage error followed by a pointer to the command's
help. This aligns with Docker.

Remove the image if all its tags are specified. This didn't work before
as the images have been queried prior to changing them resulting in
inconsistencies regarding repoTags. Now, the images for each specified
tag is loaded one after another to guarantee loading the latest state.

implement varlink image functions for working with libpod with the exception of a
couple due to incompletions on the libpod side of things (build).
also, created a first pass at a libpodpy package which will stand as a client to
working with libpod's varlink methods using python.

An image name is really just a tag. When an image has multiple tags, we should be
able to "delete" the one of its tags without harm. In this case, the "delete' is
really a form of Untag (removing the tag from the image).
If an image has multiple tags and the user tries to delete by ID without force, this
should be denied because when you delete by ID there is no distinguishing it like
image tags.
