No longer bother testing any 2.x or 3.x. Only 4.1 and above.
Remove all CNI-related code. CNI is gone.
Add DatabaseBackend tests, confirming that we can handle
both boltdb and sqlite.
Require BATS >= 1.8.0, and use "run -0" to do exit-status checks.
Update docs.

The main helpers.bash file is rather bloated and it's difficult to
find stuff there. Move networking functions to their own helper
file.
While at it, apply a consistent style, and rearrange logically
related functions into sections.

Initial validation of using podman-in-podman to create an
old-podman root, then use new-podman to play with the
containers created therein.
