rework event code to improve API errors
One of the problems with the Events() API was that you had to call it in
a new goroutine. This meant the the error returned by it had to be read
back via a second channel. This cuased other bugs in the past but here
the biggest problem is that basic errors such as invalid since/until
options were not directly returned to the caller.
It meant in the API we were not able to write http code 200 quickly
because we always waited for the first event or error from the
channels. This in turn made some clients not happy as they assume the
server hangs on time out if no such events are generated.

To fix this we resturcture the entire event flow. First we spawn the
goroutine inside the eventer Read() function so not all the callers have
to. Then we can return the basic error quickly without the goroutine.
The caller then checks the error like any normal function and the API
can use this one to decide which status code to return.
Second we now return errors/event in one channel then the callers can
decide to ignore or log them which makes it a bit more clear.

libpod API: only return exit code without conditions
The special handling to return the exit code after the container has
been removed should only be done if there are no special conditions
requested. If a user asked for running or nay other state returning the
exit code immediately with a success response is just wrong. We only
want to allow that so the remote client can fetch the exit code without
races.

In the common scenario of podman-remote run --rm the API is required to
attach + start + wait to get exit code. This has the problem that the
wait call races against the container removal from the cleanup process
so it may not get the exit code back. However we keep the exit code
around for longer than the container so  we can just look it up in the
endpoint. Of course this only works when we get a full id as param but
podman-remote will do that.

set !remote build tags where needed
The new golangci-lint version 1.60.1 has problems with typecheck when
linting remote files. We have certain pakcages that should never be
inlcuded in remote but the typecheck tries to compile all of them but
this never works and it seems to ignore the exclude files we gave it.

To fix this the proper way is to mark all packages we only use locally
with !remote tags. This is a bit ugly but more correct. I also moved the
DecodeChanges() code around as it is called from the client so the
handles package which should only be remote doesn't really fit anyway.

Chetan Giradkar 572f38c0db Set correct exitcode in remove events and change ContainerExitCode from int to int ptr
Added additional check for event type to be remove and set the correct exitcode.
While it was getting difficult to maintain the omitempty notation for Event->ContainerExitCode, changing the type from int to int ptr gives us the ability to check for ContainerExitCode to be not nil and continue operations from there.

The "removed" condition mapped to an undefined state which ultimately
rendered the wait endpoint to return an incorrect exit code.  Instead,
map "removed" to "exited" to make sure Podman returns the expected
exit code.

Return title fields as a list
Podman is attempting to split the headers returned by the ps
command into a list of headers. Problem is that some headers
are multi-word, and headers are not guaranteed to be split via
a tab. This PR splits the headers bases on white space, and for
the select group of CAPS headers which are multi-word, combines
them back together.

Peter Edwards fe22299f97 Use a sane polling interval in WaitContainerDocker
When using the docker REST API to wait for a container to be removed,
for example, WaitContainerDocker uses a one microsecond interval between
poll requests. This ends up being effectively a busy-wait, with the
podman system service spinning at > 100% CPU time.

The equivalent Podman method uses a 250ms default. Use that for the
docker variant, too.

I'm going to optimistically assert [NO NEW TESTS NEEDED] - given there's
no functional change here, and a test will require some form of mocking
or strac'ing the binary for evidence that it's polling less frequently,
unless someone who is familiar with podman can briefly explain what kind
of test would be appropriate here.

Valentin Rothberg 30e7cbccc1 libpod: fix wait and exit-code logic
This commit addresses three intertwined bugs to fix an issue when using
Gitlab runner on Podman.  The three bug fixes are not split into
separate commits as tests won't pass otherwise; avoidable noise when
bisecting future issues.

1) Podman conflated states: even when asking to wait for the `exited`
   state, Podman returned as soon as a container transitioned to
   `stopped`.  The issues surfaced in Gitlab tests to fail [1] as
   `conmon`'s buffers have not (yet) been emptied when attaching to a
   container right after a wait.  The race window was extremely narrow,
   and I only managed to reproduce with the Gitlab runner [1] unit
   tests.

2) The clearer separation between `exited` and `stopped` revealed a race
   condition predating the changes.  If a container is configured for
   autoremoval (e.g., via `run --rm`), the "run" process competes with
   the "cleanup" process running in the background.  The window of the
   race condition was sufficiently large that the "cleanup" process has
   already removed the container and storage before the "run" process
   could read the exit code and hence waited indefinitely.

   Address the exit-code race condition by recording exit codes in the
   main libpod database.  Exit codes can now be read from a database.
   When waiting for a container to exit, Podman first waits for the
   container to transition to `exited` and will then query the database
   for its exit code. Outdated exit codes are pruned during cleanup
   (i.e., non-performance critical) and when refreshing the database
   after a reboot.  An exit code is considered outdated when it is older
   than 5 minutes.

   While the race condition predates this change, the waiting process
   has apparently always been fast enough in catching the exit code due
   to issue 1): `exited` and `stopped` were conflated.  The waiting
   process hence caught the exit code after the container transitioned
   to `stopped` but before it `exited` and got removed.

3) With 1) and 2), Podman is now waiting for a container to properly
   transition to the `exited` state.  Some tests did not pass after 1)
   and 2) which revealed the third bug: `conmon` was executed with its
   working directory pointing to the OCI runtime bundle of the
   container.  The changed working directory broke resolving relative
   paths in the "cleanup" process.  The "cleanup" process error'ed
   before actually cleaning up the container and waiting "main" process
   ran indefinitely - or until hitting a timeout.  Fix the issue by
   executing `conmon` with the same working directory as Podman.

Note that fixing 3) *may* address a number of issues we have seen in the
past where for *some* reason cleanup processes did not fire.

Nikolay Edigaryev 2c31f38399 Fix superfluous response.WriteHeader call in WaitContainerLibpod()
When the query decoding fails at the beginning of WaitContainerLibpod(),
the Error() sets the header but doesn't returns after that.

This causes the execution flow to reach the WriteResponse() at the end
of WaitContainerLibpod(), which attempts to set another header, thus
causing the following error:

Valentin Rothberg 8489dc4345 move go module to v2
With the advent of Podman 2.0.0 we crossed the magical barrier of go
modules.  While we were able to continue importing all packages inside
of the project, the project could not be vendored anymore from the
outside.

Move the go module to new major version and change all imports to
`github.com/containers/libpod/v2`.  The renaming of the imports
was done via `gomove` [1].

Brent Baude 0904873100 rework apiv2 wait endpoint|binding
added the ability to wait on a condition (stopped, running, paused...) for a container.  if a condition is not provided, wait will default to the stopped condition which uses the original wait code paths.  if the condition is stopped, the container exit code will be returned.

also, correct a mux issue we discovered.

serviceapi errors: append error message to API message

I dearly hope this is not breaking any other tests but debugging

Split handlers and server packages

The files were split to help contain bloat. The api/server package will
contain all code related to the functioning of the server while
api/handlers will have all the code related to implementing the end
points.

api/server/register_* will contain the methods for registering
endpoints.  Additionally, they will have the comments for generating the
swagger spec file.

See api/handlers/version.go for a small example handler,
api/handlers/containers.go contains much more complex handlers.
