Update podman to use containers.conf 
Add more default options parsing

Switch to using --time as opposed to --timeout to better match Docker.

Brent Baude e20ecc733c refactor info 
the current implementation of info, while typed, is very loosely done so.  we need stronger types for our apiv2 implmentation and bindings.
