Makefile local-test-unit: use -race if it's available
If the current platform passes unit tests in the stringutils package, assume we're on a platform where unit tests can use the -race flag, and use it with our unit tests. Signed-off-by: Nalin Dahyabhai <nalin@redhat.com>
