gofumpt is a superset of gofmt, enabling some more code formatting
rules.

Run `go fmt ./...` which automatically adds the new build tag syntax.
This change is backwards compatible.

Storage options are really driver specific and it is when distributions set
defaults, they should not effect the user if he changes the default driver.
By moving the storage options to be driver specific, we can make sure all
drivers only document and support their options.
With this patch we will continue to support the global mountopt but the driver
specific version will override the global mountopt.

Had to vendor in a new version of golang.org/x/net to build
Also had to make some changes to drivers to handle
archive.Reader -> io.Reader
archive.Archive -> io.ReadCloser
Also update .gitingore to ignore emacs files, containers-storage.*
and generated man pages.
Also no longer test travis against golang 1.7, cri-o, moby have also
done this.
