The new Reexp structure, will handle the initialization of regexp
and then will do the MustCompile within a sync.Once field.

so make only the users of the functions pay the price.

The global math/rand RNG is a shared resource, and
various packages like to seed it, in particular
usually just using time.Now().UnixNano(), making
our attempts to use a better seed unreliable.
So, use a private RNG instead.

Had to vendor in a new version of golang.org/x/net to build
Also had to make some changes to drivers to handle
archive.Reader -> io.Reader
archive.Archive -> io.ReadCloser
Also update .gitingore to ignore emacs files, containers-storage.*
and generated man pages.
Also no longer test travis against golang 1.7, cri-o, moby have also
done this.

Add distribution package for managing pulls and pushes. This is based on
the old code in the graph package, with major changes to work with the
new image/layer model.
Add v1 migration code.
Update registry, api/*, and daemon packages to use the reference
package's types where applicable.
Update daemon package to use image/layer/tag stores instead of the graph
package

As reported in #11294, the Docker daemon will execute contains it
shouldn't run in the event that a requested tag is present in an image's
ID. This leads to the wrong image being started up silently.
This change reduces the risk of such a collision by using the short ID
iff the actual revOrTag looks like a short ID (not that it necessarily
is).
