Philip Roche ed507271ce Revert updates to Ubuntu 21.04 and pin to previous serial 
Due to bug https://bugs.launchpad.net/ubuntu/+source/glibc/+bug/1916485 we are
 holding back any updates to the Ubuntu 21.04 images until resolved.

When referring to a serial in a previous update we need to refer to the commits from that update.

Updating the serial is not sufficient.

Due to issues updating and installing packages when ESM repo is added
we are rolling back recent update to Trusty and reverting to 20190515.
