This compiles `erl` and `openssl` such that they pick up the right `libssl.so` automatically without any system tweaking (see https://en.wikipedia.org/wiki/Rpath for more information about `rpath` sections in executables).

This includes `LD_LIBRARY_PATH` to resolve the `libssl.so` mismatches and explicit `CFLAGS` (in Alpine 3.10, `dpkg-buildflags --get CFLAGS` is empty).

See 30ca49131a/debian/rules (L32) for where this comes from -- essentially without this, Erlang doesn't pick up `libpthread.so` properly as a dependency of `crypto.so` (which causes `crypto:supports()` to fail to load).
