opts: deprecate ListOpts.GetAll in favor of ListOpts.GetSlice 
The `GetSlice()` function is part of cobra's [cobra.SliceValue] interface,
and duplicates the older `GetAll()` method. This patch deprecates the
`GetAll()` method in favor of `GetSlice()`.
