Subject: [PATCH] `docker import` doesn't download an image

```
$ docker import base

Error: Get http://base: lookup base: no such host
```
only `docker pull` does:

```
$ docker pull base
Pulling base...
Pulling repo: https://registry.docker.io/v1/users/base
Pull completed
```
