DockerCli: Check IsTerminal() for both STDIN and STDOUT
...
`docker events > /tmp/out` should not print control
characters to non-terminal STDOUT.
This addresses commit 26b4a4920a#6509 .

On Fedora and RHEL we ship selinux-enabled flag in the docker.service config,
but if people setup the /var/lib/docker as btrfs and disable SELinux,
we should not block the daemon from running.
