When `DOCKER_SCOUT_OFFLINE` is set to `true`, Docker Scout image analysis runs in offline mode. Offline mode means Docker Scout doesn't make outbound requests to external systems. To use offline mode: ```console $ export DOCKER_SCOUT_OFFLINE=true ```
