Karl Isenberg d964b0397b Merge Collector and ResourceCache 
- Make ResourceCache thread-safe
- Make ResourceCache store status and messagei
- Add ResourceCache to baseRunner and TaskContext
- Make Mutator compute resource status for uncached resources
