api: Reword retry javadoc to make clear service config is source of configuration
Multiple users have tried things like `mcb.enableRetry().maxRetryAttempts(3)` and been confused when no retries were performed. Providing a reference to the gRFC and `defaultServiceConfig()` should greatly increase the clarity of how to use the method.
