netty/shaded: Add missing evaluationDependsOn 

`project(':grpc-netty').configurations` requires the grpc-netty project
to be configured, which requires evaluationDependsOn. Without
evaluationDependsOn, project loading order is arbitrary and you can get
random errors after small configuration changes.
