The example manifest was confusing because it wasn't technically valid
if applied to a cluster. This removes it in favor of just spelling out
that both origin and transport auth are disabled.

Arguably the wording here before was incorrect, because the mtls
parameter does have an argument, the mode parameter. This documents
STRICT and PERMISSIVE modes, as well as discussing the equivalence
between STRICT mode and omission of the mode key. It also adds clarity
as to what happens when the section is omitted.

diagrams and examples. Each section starts with the larger picture and then
moves to explain the specifics.

Wrote a new "Traffic management" concept to include the latest developments.
Organized the content into smaller pages to make it easier to consume. The new
structure improves visibility and each page includes keywords to improve the
"See Also" pieces of suggested content and SEO. The new concept includes

moves to explain the specifics.
- Add linter support to detect internal links to aliases. Those are now flagged as
bad links so the source needs to be updated to point to the real destination,
avoiding the user a redirect.
- Fixed occurences of links to aliases.
- Now only load popper.js on pages that use popups in order to improve
load times.
- The width value now defaults to 100%, so it doesn't need to be specified explicitly
in many cases.
- The ratio value can now be computed automatically for PNG and JPG files, so it doesn't need
to be specified explicitly.

- Fixes the bug where not all of our files would get the right lastmod
time extracted from GitHub.
- Fixes most of the cases of bad HTML output around the use of {{<text>}}. There's
still a single bad case which I'll report to the Hugo folks.
- Use Hugo's new --minify option to minify HTML instead of having to use the
separate and slow html-minifier program.
- Fix some bad HTML on the landing page.
- We now detect text blocks that are incorrectly indented.
- We now detect image captions that end in a period.
- We now detect page descriptions that don't end in a period.
- CircleCi now runs linting without minifying HTML first, improving perf and
improving error output.
- In CircleCi, we now have a per-build cache for HTML proofer output. This
helps reduce the frequency of link timeout errors.
- Fix errors flagged by the above new lint checks.
Remove a bunch of entries that shouldn't have been in the spelling dictionary
and correct content aoocrdingly.
I'm disabling the Chinese spell checking for now, since I'm not able to fix the
spelling errors that emerged there. Once this PR is in, I'll file an issue to get
those spelling errors addressed and checking reenabled.

* Consolidate the security concept pages into a single page.
- This updates the security concept material to be on a single page, which matches the
change done last week for the rest of the concept material. This ends up being a less clicky
more directed introduction for newcomers to the platform.
- While I was there, I moved the redundant What is Istio page from our about section and stuck
the content at the top of the What is Istio page in the Concepts section.
