- Contributes to #671
- Improves config for external link checking
- Adjusts `check-links-external` to copy and then update the htmltest
`refcache.json` file
- Rewrites external intra-site links more simply as (local) paths
- Fixes some 404s
- Replaces a couple of https://thenewstack.io links with equivalent
https://web.archive.org links because it seems that that site drops
posts 🤷🏼♂️

- Drops unused HTMLPROOFER make variable
