When specified on 'service create' the '--cluster-local' flag will
make the created service 'private' by setting its config visibility
to 'cluster-local'. This is done with label:
serving.knative.dev/visibility: cluster-local
The --no-cluster-local will remove the label.

- For ApiServer source: ClusteRole and ClusterRoleBinding name(s)
are now test-namespace specific. They are cleared in test's tearDown method.
- Use constant prefix as:
clusterRolePrefix = "apiserver-role-"
clusterRoleBindingPrefix = "apiserver-binding-"
- Use constant ServiceAccountName as:
testServiceAccount = "apiserver-sa"
- Rename methods and cleanup.
