Add more information about Elekto for TOC election (#566)
* Add voters.yaml file. Voter data from TestStats, collected by Dawn. Also testing elekto integration. * Update 2021 TOC election with more about Elekto. This includes the details of how voting works, as well as overhauling the Elekto election description to be shorter and more legible.
