Clarify policies for removal of steering committee members (#1688)
* Re-add GOVERNANCE.md removed in #1587, and add MAINTAINERS.md Update ROLES.md to mention CNCF maintainer status for WG leads. Run prettier on ROLES.md * Document removal process for Steering Committee members, clean up vacancy language
