* There are only 2 seats up for election this year, since April was a special case staying on an extra year to help Google transition Knative to the CNCF as an additional member that should not be replaced, since the SC should only by 5 people
* removed some extra whitespace.
* added Mahamed Ali (https://github.com/upodroid ) as our third election officer
* also added Mahamed to the OWNERS file

removed the hard deadline of Dec 1 for new SC members to take office, since that will always be difficult due to the US Thanksgiving holiday timing. Changed it to be less specific, but still in December, and tied to the date of the election announcement. ( #1173 )

Moved EU Seat info out of the elections section ( #1176 )

* Since the end user seat is appointed, I created a separate section to move the end user seat info out of the election section of the document and into a separate end user seat section to make it more clear that the EU seat is not part of the election.
* fixed header formatting for end user section
* fixed link to the end user section
* made a couple of minor wording changes that Lance and Carlos suggested

* chore: remove func from knative org in peribolos
We have not found bandwidth to move the repo yet, and the fact that the
teams/groups are out of sync with reality needs to be addressed in the
meantime. This commit shifts ownership from the client to the functions
working group in knative-sandbox and introduces working group leads for
the two function repositories (kn-plugin-func and func-tastic).
