Patrick Ohly c1c9700b75 CEL: add QuantityDeclType 
Most functions in k8s.io/apiserver/pkg/cel work with DeclType for type
definitions, which made the existing QuantityType unusable with them. The new
QuantityDeclType fills that gap.
