refactor: move logic to create client to utils/kubernetes pkg
- expose `CreateKubeClient` as public function
- make `GetKubeConfig` into a private `getKubeConfig` function (can be exposed as a public function in the future if needed)

* Added GetNodeGpuConfig to cloud provider which returns a GpuConfig
struct containing the gpu label, type and resource name if the node
has a GPU.
* Added initial implementaion of the GetNodeGpuConfig to all cloud
providers.
* Adding isNodeDeleted method to CloudProvider interface. Supports detecting whether nodes are fully deleted or are not-autoscaled. Updated cloud providers to provide initial implementation of new method that will return an ErrNotImplemented to maintain existing taint-based deletion clusterstate calculation.
this change adds logic to create informers for the infrastructure
machine templates that are discovered during the scale from zero checks.
it also adds tests and a slight change to the controller structure to
account for the dynamic informer creation.
- Leverage --cloud-config to allow for providing a separate kubeconfig for Cluster API management and workload cluster resources
- Allow for fallback to previous behavior when --cloud-config is not specified for backward compatibility
- Provides a --clusterapi-cloud-config-authoritative flag to disable the above fallback behavior and allow for both the management and workload cluster clients to use the in-cluster config
This change adds detection for an environment variable to specify the group for the clusterapi resources. If the environment
variable `CAPI_GROUP` is specified, then it will
be used instead of the default.
This also decouples the API group from the version and let the latter to be discovered dynamically.
