Add stakeholder SIGs for wg-resource-management

Add SIG Autoscaling, SIG Instrumentation, SIG Networking, SIG Node, SIG
Scheduling, and SIG Storage as the stakeholder SIGs for the Resource
Management working group based on the working group's README.
