Add stakeholder SIGs for wg-apply (#3495)

Add SIG CLI and SIG API Machinery as the stakeholder SIGs for the Apply
working group based on the working group's meeting notes and by request
of the working group's leadership.

Additionally, update meeting frequency for wg-apply. The working group
has switched to meeting every other Tuesday.
