I was slow to join today's WG Naming meeting and having the meeting info
in the standard place would be useful for that "oh there's a meeting
right now" discoverability.

I don't think we need to use an entirely separate GOPATH, thus forcing
us to re-download modules every time we run `make`
This was causing verify-generated-docs to fail locally since go will
set its modcache as readonly and thus cause the cleanup "rm -rf" in
this script to fail. In go1.14 or later we could use "-modcacherw"
to stop making the modcache readonly but that bring me back to.. why
do need an entirely separate GOPATH in the first place?

The meeting is at 9:30 Pacific Time. As we are currently observing daylight savings, PDT = UTC-7, not UTC-8. This off-by-one is observable by following the `Convert to your timezone` link.
If it is preferable, we could list the time as 15:30 UTC, but as UTC does not observe daylight savings, this would require an update every six months if we keep a Pacific-centric schedule. Or, if we wish to adhere to a 16:30 UTC meeting, we should be meeting at 10:30 Pacific.
In the same vein, the weekly meeting notes list the meeting as starting at 9:30 PST. We are currently in PDT. This should be updated to simply read simply `PT` or `Pacific Time`.
This PR updates sigs.yaml and the sig-architecture/README.md file to add meeting
info for the enhancements subproject. Does a small extra cleanup to remove a reference
to SIG-PM owning the enhancements process and updates the scope of sig-architecture to again
include the KEP process.
