Put stable channel back to jessie for 1.9 / 1.10

Otherwise we're blocking the queue:
https://github.com/kubernetes/kubernetes/issues/56763

Nobody is running 1.10 in stable anyway. 1.9 is more questionable, but
hopefully we can get this resolved quickly.
