Upgrade to Gophercloud v2 
Essentially:

* Add a context argument to Gophercloud functions
* Refactor scheduler hints for server creation

Add an initial structure for openstack cloudmock 
More info in the docs changes. This adds stubbed http handlers for every resource type used by Kops.
