Speed up rolling-update - longer timeout on validation, less scheduled holds 
We reduce the amount of time we wait on a purely scheduled basis
during a rolling-update, and instead increase the timeout on the
validation.

This will be a behavioural change - particularly for `--cloudonly`
mode, but that mode seems more useful when things are going wrong
anyway, when people will likely set _even lower_ timeouts.

Justin Santa Barbara e6bf6b9f32 Field names are case-sensitive again 
There was a regression in apimachinery which meant that kubernetes
tolerated field names with incorrect case.  Upstream bug is
https://github.com/kubernetes/kubernetes/issues/64612

Syncing up with latest kubernetes will mean we get the same breaking
change as kubernetes has/had.  It should only affect people that are
manually building YAML / JSON.

Added as a significant item to release notes.

The launch configuration test exposed that our integration tests don't
retry for very long, and wait a long time in between retries.

Create a RunTasksOptions type to hold the parameters, in particular
max task time, and the amount of time we wait when all tasks have
failed.

Dan Wendorf bd2dea1fd2 1.8 release notes correctly note `replace --force` 
`kops replace --create` was replaced with `kops replace --force`, but
the release notes were not updated to match this.

When merging, https://github.com/kubernetes/kops/releases/tag/1.8.0 should be
manually updated to match this change.

Image rewriting involves a yaml format of the manifests, which makes for
a large and hard to read diff.  Add a feature flag to disable it, along
with a workaround to the release notes.
