Ole Markus With 94effc501b Remove duplicated docs 
The docs in README.md is duplicated in /docs, but we are not good at
keeping them in sync. Therefor I removed most of the information from
README.md andr refer to the docs instead.
Also fixed a few broken/missing links.

Peter Rifel 237a125f2c Add labels to OWNERS files 
This will automatically label PRs that touch these directories.

This makes it easier to query GitHub for PRs that affect certain areas of the code.

I mostly used existing labels but created some new ones as well.

There were two redundant pages so I consolidated the older less-touched page into the newer page.

I also added instructions for cutting new release branches.
This list may be incomplete but we can fill in any gaps later.

Don't try to configure a bastion DNS name in gossip mode 
It can't be done anyway; instead we make it work (as far as we can),
and we document the workaround (which is to access it via the ELB DNS
name).

In future we could make it easier to discover this DNS name!
