Justin SB c30ae1b45c gce cloud-controller-manager: Add nodes/patch permission 
This permission is needed to update the podCIDR.

When we fix --use-service-account-credentials in GCE CCM, this
permission will not be needed (moving instead to a different
serviceaccount).
