kubectl: Update run's --restart help to reflect generator removal
PR #87077 ensured that only pods would created by `kubectl run`. This change updates the help text for the `--restart` parameter to no longer reference the removed job and deployment generators. Kubernetes-commit: ab8b69b54eed552845c0548a30909f97ceaf0457
