Use staticPodPath in KubeletConfiguration (#11916)
Alongwith the kubelet flag you can also use the `KubeletConfiguration`'s `staticPodPath` to specify the path to pick up the static pod configs. Signed-off-by: Suraj Deshmukh <surajd.service@gmail.com>
