Update Docker requirements (#4317)

According to https://docs.docker.com/compose/compose-file/#compose-and-docker-compatibility-matrix,
Docker Engine 1.13.0+ and Docker Compose 1.10.0+ are needed for Docker Compose
files using version 3.
