This updates to current `master`,

Notably, it includes a bug-fix to error handling in the HTTP client,
which we found was hiding errors from CT logs, hindering our debugging.

No release has been tagged since this PR merged, so using the `master`
commit.
A few mutual dependencies used by both Boulder and ct-go are updated,
including mysql, otel, and grpc.
Protobuf v1.32 fixes a potential stack overflow crash. Boulder doesn't
expose grpc externally so the risk is minimal, but it seems prudent to
upgrade on a regular cadence. IE, this is not a security fix for Boulder.
There are some changes to the code generated in the latest version, so
this modifies every .pb.go file.
Also, the way protoc-gen-go decides where to put files has changed, so
each generate.go gets the --go_opt=paths=source_relative flag to
tell protoc to continue placing output next to the input.
Remove staticcheck from build.sh; we get it via golangci-lint now.
Pass --no-document to gem install fpm; this is recommended in the fpm docs.
