Add a new "issuer" label to the ocsp-responder's ocsp_filter_responses
metric. This allows the count of responses served by ocsp-responder to
be broken down by which intermediate issued the certificate (and OCSP
response) in question.
This approach has the benefit of being minimal. The filterSource is the
only place within ocsp-responder that actually has knowledge of which
intermediate issued the certificate/ocsp response. The HTTP-handling
code above filterSource and the other redis and live-signing sources
below filterSource have no knowledge of the set of issuing
intermediates. They operate solely on the serial, because we guarantee
that our serials are unique across all issuers. So adding the metric
label here means that we don't have to make any other ocsp-responder
code aware of the issuers.
However, this approach has the cost of being somewhat surprising. Every
source has a `counter` metric with a "result" label; adding this
"issuer" label makes the filterSource's metric unique.

Enable verification of NIST P521 keys within a goodkey.KeyPolicy.
This does not change the KeyPolicy object returned by goodkey.NewKeyPolicy,
so no changes are made to Boulder's current behavior.
Fix three unit tests which have been flakily failing for the last
several weeks:
//test/load-generator/acme: TestNew/unreachable_directory_URL
Fixed by changing the error checking code to care only about the
underlying "connection refused" message, and not the IP address from
which it was receieved.
//va: TestHTTPDialTimeout
Fixed by correcting the error checking code to look for "network is
unreachable" instead of "Network unreachable"
//va: TestFetchHTTP/Broken_IPv6_only
Fixed by making the expected error message more specific -- it was
previously looking for "Error getting validation data", which is the
message that `detailedError` gives for errors it doesn't recognize. An
underlying library has changed to provide an error type that
`detailedError` now recognizes as a connection error.
As described in #7075, go-sql-driver/mysql v1.5.0 truncates timestamps
to microseconds, while v1.6.0 and above does not. That means upon
upgrading to v1.6.0, timestamps are written to the database with a
resolution of nanoseconds, and SELECT statements also use a resolution
of nanoseconds. We believe this is the cause of performance problems
we observed when upgrading to v1.6.0 and above.
To fix that, apply rounding in the application code. Rather than
just rounding to microseconds, round to seconds since that is the
resolution we care about. Using seconds rather than microseconds
may also allow some of our indexes to grow more slowly over time.
Note: this omits truncating some timestamps in CRL shard calculations,
since truncating those resulted in test failures that I'll follow up
on separately.
Change the VA to perform remote validation wholly after local validation
and CAA checks, and to do so only if those local checks pass. This will
likely increase the latency of our successful validations, by making
them less parallel. However, it will reduce the amount of work we do on
unsuccessful validations, and reduce their latency, by not kicking off
and waiting for remote results.

This allows us to give a user-meaningful error about malformed names
early on, instead of propagating internal errors from the new rate
limiting system.
This moves the well-formedness logic from `WillingToIssue` into a new
function `WellFormedDomainNames`, which calls `ValidDomain` on each name
and combines the errors into suberrors if there is more than one.
`WillingToIssue` now calls `WellFormedDomainNames` to keep the existing
behavior. Additionally, WFE calls `WellFormedDomainNames` before
checking rate limits.
This creates a slight behavior change: If an order contains both
malformed domain names and wellformed but blocked domain names,
suberrors will only be generated for the malformed domain names. This is
reflected in the changes to `TestWillingToIssue_Wildcard`.
Adds a WFE test case for receiving malformed identifiers in a new-order
request.
Follows up on #3323 and #7218Fixes#7526
Some small incidental fixes:
- checkWildcardHostList was checking `pa.blocklist` for `nil` before
accessing `pa.wildcardExactBlocklist`. Fix that.
- move table test for WillingToIssue into a new test case for

In the process of writing
https://github.com/letsencrypt/boulder/pull/7533 I discovered that the
method for detecting pkcs11.Error errors is broken: it attempts to
unwrap the returned error into a pointer-to-a-pointer type, which
doesn't work because only `pkcs11.Error` implements the Error interface,
while `*pkcs11.Error` does not.
Add a test which shows that the current noteSignError implementation is
broken. Then fix noteSignError and the two locations which duplicate
that code by removing the extra layer of indirection. And since the same
code exists in three locations, refactor how the caImpl, ocspImpl, and
crlImpl share metrics so that it only has to exist in one place.
A minimal reproduction case of this type of breakage can be seen here:

Add the "signatureCount" and "signErrorCount" metrics, which are already
incremented by the certificateAuthorityImpl and ocspImpl after all
signing operations, to the crlImpl.
Note that in the process of writing this PR I discovered that the method
for determining whether to increment the signErrorCount metric is
broken. Rather than diverge the crlImpl's version of that code from the
identical code in the other two files, I have duplicated the broken code
and will fix it in all three places in a follow-up.

Change ratelimits.validateIdForName to call the appropriate validate
function based on the contents of the to-be-validated ID, rather than
falling back and potentially performing multiple validations.
Previously, if an ID like "12345:bad.domain" was passed into this
function, it would fail the first validateRegIdDomain validation due to
having a bad domain name (no TLD), fall back to the simpler
validateRegId function, and then fail that because it contains a colon.
This obscured the true reason for the failure. Changing this code to not
fall back means that the true reason for the id validation failure will
be exposed in the error message.
This was introduced in config-next in #7441, and has been working well.
We should run it in the mainline tests as well.
No production config change is necessary.
The core.Challenge.ProvidedKeyAuthorization field is problematic, both
because it is poorly named (which is admittedly easily fixable) and
because it is a field which we never expose to the client yet it is held
on a core type. Deprecate this field, and replace it with a new
vapb.PerformValidationRequest.ExpectedKeyAuthorization field.
Within the VA, this also simplifies the primary logic methods to just
take the expected key authorization, rather than taking a whole (largely
unnecessary) challenge object. This has large but wholly mechanical
knock-on effects on the unit tests.
While we're here, improve the documentation on core.Challenge itself,
and remove Challenge.URI, which was deprecated long ago and is wholly
unused.

These flags have been true and false, respectively, for years. We do not
expect to change them at any time in the future, and their continued
existence makes certain parts of the VA code significantly more complex.
Remove all references to them, preserving behavior in the "enforce, but
not full results" configuration.
IN-10358 tracks the corresponding config changes
Everything logged at the error level is implicitly given the audit tag
as well. That's not merited in this case, so downgrade these error logs
to be info logs instead.

checks were added to the `ceremony` tool:
This change extracts the `RawSubject` to `RawIssuer` DER byte comparison
into the `//linter` package proper so that it can serve both `//ca` and
`//cmd/ceremony`.
Adds a helper function `verifyTBSCertificateDeterminism` to `//ca`
similar to an existing check in `//cmd/ceremony`. This code is not
shared because we want `//cmd/ceremony` to largely stand alone from
boulder proper. The helper performs a byte comparison on the
`RawTBSCertificate` DER bytes for a given linting certificate and leaf
certificate. The goal is to verify that `x509.CreateCertificate` was
deterministic and produced identical DER bytes after each signing
operation.

Two `//x/crypto/cryptobyte` `ReadASN1Element` calls were unneeded and
are now removed. In the original `//crypto/x509/parser.go` code, those
lines were used to populate fields in a struct, but we're operating on
raw bytes within this lint.
Replaced our embeds of foopb.UnimplementedFooServer with
foopb.UnsafeFooServer. Per the grpc-go docs this reduces the "forwards
compatibility" of our implementations, but that is only a concern for
codebases that are implementing gRPC interfaces maintained by third
parties, and which want to be able to update those third-party
dependencies without updating their own implementations in lockstep.
Because we update our protos and our implementations simultaneously, we
can remove this safety net to replace runtime type checking with
compile-time type checking.
However, that replacement is not enough, because we never pass our
implementation objects to a function which asserts that they match a
specific interface. So this PR also replaces our reflect-based unittests
with idiomatic interface assertions. I do not view this as a perfect
solution, as it relies on people implementing new gRPC servers to add
this line, but it is no worse than the status quo which relied on people
adding the "TestImplementation" test.

Update the version of protoc-gen-go-grpc that we use to generate Go gRPC
code from our proto files, and update the versions of other gRPC tools
and libraries that we use to match. Turn on the new
`use_generic_streams` code generation flag to change how
protoc-gen-go-grpc generates implementations of our streaming methods,
from creating a wholly independent implementation for every stream to
using shared generic implementations.
Take advantage of this code-sharing to remove our SA "wrapper" methods,
now that they have truly the same signature as the SARO methods which
they wrap. Also remove all references to the old-style stream names
(e.g. foopb.FooService_BarMethodClient) and replace them with the new
underlying generic names, for the sake of consistency. Finally, also
remove a few custom stream test mocks, replacing them with the generic
mocks.ServerStreamClient.
Note that this PR does not change the names in //mocks/sa.go, to avoid
conflicts with work happening in the pursuit of
https://github.com/letsencrypt/boulder/issues/7476. Note also that this
PR updates the version of protoc-gen-go-grpc that we use to a specific
commit. This is because, although a new release of grpc-go itself has
been cut, the codegen binary is a separate Go module with its own
releases, and it hasn't had a new release cut yet. Tracking for that is
in https://github.com/grpc/grpc-go/issues/7030.
Give akamai-purger a new "Throughput.TotalInstances" config value, to
inform it how many instances of itself are competing for akamai rate
limit quote. Combine the `useOptimizedDefaults` and `validate` functions
into a single `optimizeAndValidate` function which sets default values
according to the number of active instances, and confirms that the
results still fall within the rate limits.

Replace "mocks.StorageAuthority" with "sapb.StorageAuthorityClient" in
our test mocks. The improves them by removing implementations of the
methods the tests don't actually need, instead of inheriting lots of
extraneous methods from the huge and cumbersome mocks.StorageAuthority.
This reduces our usage of mocks.StorageAuthority to only the WFE tests
(which create one in the frequently-used setup() function), which will
make refactoring those mocks in the pursuit of
