crl/updater: fix incorrect logging of error (#6401)
Fix instances where an error check was conditioned on something
other than the traditional `err`, such as `myStruct.err`, but then the
error being logged was the `err` from elsewhere in the function.

Jacob Hoffman-Andrews ad840b4410
reloader: log reload events directly (#6398)
Previously, the reloader relied on user code to log errors and changes.
But this led to gaps (for instance the RA not logging reloads of the rate
limit file). Instead, make the reloader responsible for this.

This allowed removing the error callback, at the minor cost of removing
the status gauge for the ECDSA allowlist.

Use io and os instead of deprecated ioutil (#6286)
The iotuil package has been deprecated since go1.16; the various
functions it provided now exist in the os and io packages. Replace all
instances of ioutil with either io or os, as appropriate.

Simone Carletti 7f7183fab2 Increase timeout to fix test failures on Mac OSX (#1966)
It looks like the filesystem on Mac OSX El Captain
(and potentially previous versions) require at least
one second before you get a different timestamp.

Any value lower than one second caused:

- a deadlock error in a test in the reloader module
- a rate limit error in the ra module

Jacob Hoffman-Andrews 71e4af43f7 Roll forward "Run Travis tests in Docker (#1830)" (#1838)
That change broke the certbot tests because it switched to a MariaDB
10.1-specific syntax. certbot/certbot#3058 changes the certbot tests to use
Boulder's docker-compose.yml, so they will get MariaDB 10.1 automatically.

Listen on 0.0.0.0 for utility servers.

* Fix all errcheck errors
* Add errcheck to test.sh
* Add a new sa.Rollback method to make handling errors in rollbacks easier.
This also causes a behavior change in the VA. If a HTTP connection is
abruptly closed after serving the headers for a non-200 response, the
reported error will be the read failure instead of the non-200.

Kane York 2cd6b6b9c5 reloader: Split data/error callbacks (#1704)
The reloader package currently discriminates between file reading errors (in the reloader package) and data parsing errors (in the client code). Because of this, errors in a hot-replaced policy file may go unnoticed.

The former design, a (data, error) callback is replaced with a data callback and an error callback. This allows for uniform reporting of errors sourced from the library and errors sourced from the user-provided parser.
