James Renken 9b9ed86c10 sa: Encode IP identifiers for issuedNames (#8210) ... Move usage of `sa.ReverseName` to a new `sa.EncodeIssuedName`, which detects IP addresses and exempts them from being reversed. Retain `reverseName` as an internal helper function.
