Jacob Hoffman-Andrews a9fc1cb882 Improve cert_storage_failed_test (#6849) ... Replace inline connect string with a new one in test/vars (that points to boulder_sa_integration). Remove comments about interpolateParams=false being required; it is not. Add clauses to getPrecertByName to ensure it follows its documented constraints (return the latest one). Follow-up on #6807.
