Upgrade golang.org/x/text dependency to v0.3.3 (#4891) 
This version contains
go.googlesource.com/text/+/23ae387dee1f90d29a23c0e87ee0b46038fbed0e
which fixes CVE-2020-14040. All tests pass at tag v0.3.3 in the upstream repo.

Fixes #4877.
