ca: Enable ECDSAForAll in config (#7561) 
This change removes the ECDSAAllowList entry and enables ECDSAForAll for
the `test/config/ca.json` to match the configuration in
`test/config-next/ca.json`. A future change will remove ECDSAAllowList
and ECDSAForAll permanently.
