`tower-balance` has been updated with a Peak-EWMA load balancer; and a new crate, `tower-h2-balance` has been introduced to make the load balancer aware of some H2 stream events. The Peak-EWMA balancer is designed to reduce tail latency by maintaining an Exponentially Weighted Moving Average of latencies to each endpoint which decay over a 10s window. |
