Closes #598. According to the Prometheus documentation, metrics export endpoints should support serving metrics compressed using GZIP. I've modified the proxy's `/metrics` endpoint to serve metrics compressed with GZIP when an `Accept-Encoding: gzip` request header is sent. I've also added a new unit test that attempts to get the proxy's metrics endpoint as GZIP, and asserts that the metrics are decompressed successfully.
