Revert stable release CI changes (#9234)

Several changes were made to CI during the release of `stable-2.12.0-rc2` so
that it was not published on the website.

This reverts
- Parts of #9202 which disabled website publish and website check
- #9205 
- #9215

This is purposely not reverting
- #9204 which allows sever suffixes in tags (but does not require it)
- #9217 which fixed an existing dependency graph issue
