Add HA mode for service-mirror ( #11047 )

In certain scenarios, the service-mirror may act as a single point of
failure. Linkerd's multicluster extension supports an `--ha` mode to
increase reliability by adding more replicas, however, it is currently
supported only in the gateway.
To avoid the service-mirror as a single point of failure, this change
introduces an `--ha` flag for `linkerd multicluster link`. The HA flag
will use a set of value overrides that will:
* Configure the service-mirror with affinity and PDB policies to ensure replicas
are spread across hosts to protect against (in)voluntary disruptions;
* Configure the service-mirror to run with more than 3 replicas;
* Configure the service-mirror deployment's rolling strategy to ensure
at least one replica is available.
Additionally, with the introduction of leader election, `linkerd mc
gateways` displays redundant information since metrics are collected
from each pod. This change adds a small lookup table of currently lease
claimants. Metrics are extracted only for claimants.

This edge release introduces support for HTTP filters configured through both
`policy.linkerd.io` and `gateway.networking.k8s.io` HTTPRoute resources.
Currently, RequestHeaderModifier and RequestRedirect HTTP filters are
supported. Additionally, this release fixes an issue with the linkerd-cni
chart.
* Added support for RequestHeaderModifier and RequestRedirect HTTP filters in
outbound policy; filters may be added at the route or backend level
* Fixed missing resource-cni labels on linkerd-cni, this blocked the
linkerd-cni pods from coming up when the injector was broken (thanks
@migueleliasweb!)

Fix missing resource-cni label on linkerd-cni ( #11072 )

Move `linkerd.io/cni-resource: "true"` from an annotation to a label in linkerd-cni.
This will improve the decoupling of the linkerd cni and the linkerd control plane (proxy injector).
With this change, even if the proxy injector is broken (for whatever reason), the linkerd-cni can still come up. Currently, since the label is not present (and if you configure the MutatingWebhook with a policy `fail`) the cni pods will completely fail to come up and this might cause and outage.

Add support for HTTP filters in outbound policy ( #11083 )

We add support for the RequestHeaderModifier and RequestRedirect HTTP filters. The policy controller reads these filters in any HttpRoute resource that it indexes (both policy.linkerd.io and gateway.networking.k8s.io) and returns them in the outbound policy API. These filters may be added at the route rule level and at the backend level.
We add outbound api tests for this behavior for both types of HttpRoute.
Incidentally we also fix a flaky test in the outbound api tests where a watch was being recreated partway through a test, leading to a race condition.

The proxy currently emits very little useful version information.
This change updates the proxy to support new build-time environment
variables that are used to report version information:
* LINKERD2_PROXY_BUILD_TIME
* LINKERD2_PROXY_VENDOR
* LINKERD2_PROXY_VERSION
Additionally, several pre-existing Git-oriented metadata have been
removed, as they were generally redundant or uninformative. The Rustc
version has also been removed (since it has no real user-facing value
and can be easily determined by the version/tag).

Policy controller watches gateway-api HttpRoutes ( #11042 )

Updates the policy-controller to watch `httproute.gateway.networking.k8s.io` resources in addition to watching `httproute.policy.linkerd.io` resources. Routes of either or both types can be returned in policy responses and will be appropriately identified by the `group` field on their metadata. Furthermore we update the Status of these resources to correctly reflect when they are accepted.
We add the `httproute.gateway.networking.k8s.io` CRD to the Linkerd installed CRD list and add the appropriate RBAC to the policy controller so that it may watch these resources.

Add leader election to the service-mirror controller ( #11046 )

In order to support an HA mode for the service-mirror component, some
form of synchronization should be used to coordinate between replicas of
the service-mirror controller. Although in practice most of the updates
done by the replicas are idempotent (and have benign effects on
correctness), there are some downsides, such as: resource usage
implications from setting-up multiple watches, log pollution, errors
associated with writes on resources that out of date, and increased
difficulty in debugging.
This change adds coordination between the replicas through leader
election. To achieve leader election, client-go's `coordination` package
is used. The change refactors the existing code; the previous nested
loops now reside in a closure (to capture the necessary configuration),
and the closure is run when a leader is elected.
Leader election functions as part of a loop: a lease resource is created
(if it does not exist), and the controller blocks until it has acquired
the lease. The loop is terminated only on shutdown from an interrupt
signal. If the lease is lost, it is released, watchers are cleaned-up,
and the controller returns to blocking until it acquires the lease once
again.
Shutdown logic has been changed to rely on context cancellation
propagation so that the watchers may be ended either by the leader
elector (when claim is lost) or by the main routine when an interrupt is
handled.

When using `linkerd-await` as a preStart hook, we need to explicitly pass in the proxy's admin port if it is not the default (4191). While the admin server listener can be bound to any arbitrary port using `config.linkerd.io/admin-port` as a configuration annotation, `linkerd-await`'s template is not aware of the override resulting in start-up errors.
This change adds the override to `linkerd-await` by always using an explicit `--port` argument.

Implement jsonpath Relax func in linkerd ( #11001 )

Tap and Top currently have a limited number of output fields; it would be extremely useful to be able to specify arbitrary http/grpc headers to display. This change adds a `jsonpath` output flag to filter json tap events based on arbitrary fields.
A new `jsonpath` option is introduced for `linkerd viz tap -o`.
