Add automatic readme generation for charts (#5316) 
* Add automatic readme generation for charts

The current readmes for each chart is generated
manually and doesn't contain all the information available.

Utilize helm-docs to automatically fill out readme.mds
for the helm charts by pulling metadata from values.yml.

Fixes #4156

linkerd2-cni

Linkerd is a service mesh, designed to give platform-wide observability, reliability, and security without requiring configuration or code changes. The Linkerd CNI plugin takes care of setting up your pod's network so incoming and outgoing traffic is proxied through the data plane.
