Alejandro Pedraza 1a3ec34dbf Remove mention of `linkerd repair` (#9816) ... When calling `linkerd upgrade, if the `linkerd-config-overrides` Secret is not found then we ask the user to run `linkerd repair`, but that has long been removed from the CLI.
